US 7 (4.5 mm)—Body (knit flat)
US 6 (4 mm)—Ribbing (circular needles 24–30” for waistband; DPNs, short-circumference circulars, 2 circulars, or magic loop for optional arm ribbing)

22 stiches and 28 rows = 4" [10 cm] in Stockinettte Stitch
Skills Required:
long tail cast-on, picking up stitches, knitting flat, working short rows (wrap & turn), 2x2 ribbing in the round, working in the round, and seaming.
